Unrestricted, uncategorised and short. When you do not want the address to assert anything about what is behind it.
A neutral ending is the right answer more often than it is chosen. Category endings work when the category is permanent; if the thing you are building might become something else, an ending that means nothing will not have to be replaced.
This group is also where the cheapest usable names in the catalog sit, which makes it the standard choice for launches, experiments and anything registered before it has a business model.
